process requires the preparation of an appraisal that provides
the condemning agency and the private property owner a basis
for fair and just compensation for the property acquired, including
recognition of impacts to the remaining property whether vacant
or improved. The appraisal process requires land planning and
engineering services, including the specialized and technical
